Your plan allows a certain number of VPN devices. You can see how many you have used at the top of Devices & Security.
The limit counts devices you have added, not devices connected at the same time. When you reach it, delete a device you no longer use, and you can add a new one.
Family shares its devices across the family, and Business has no practical limit.
